Press release from the Cabinet of the President of the Republic of Macedonia
Friday, 06 July 2018 11:08

The President of the Republic of Macedonia, Dr. Gjorge Ivanov, strongly denies the lies presented by the President of the Government of the Republic of Macedonia, Mr. Zoran Zaev, in the interview https://www.youtube.com/watch?v=3pEuRSWFEQA for the Greek ERT television, that President Ivanov will support the Agreement with Greece.

Prime Minister Zaev continues to lie and manipulate not only the Macedonian but also the Greek and international public with his changing, conflicting and confusing positions. Membership of the Republic of Macedonia in the European Union and NATO must not be abused for accepting a harmful Agreement with incalculable consequences for the Macedonian state and the Macedonian people.

The Macedonian President does not accept an Agreement to the detriment of the Macedonian national identity and to the detriment of the interests of the Republic of Macedonia. President Ivanov's position is unchanged and will not be changed by any pressure, blackmail and threats.

Reaction from the Cabinet of the President of the Republic of Macedonia to the statement of Mr. Kostadin Kostadinov, Member of Parliament of SDSM
Thursday, 28 June 2018 12:28

The claims of Mr. Kostadin Kostadinov, MP of SDSM, that President Ivanov is blocking the appointments of the ambassadors of the Republic of Macedonia is a big lie and manipulation in order to defocus the public and an attempt to pressure the Macedonian President because of his position on the Law on Ratification of the Agreement with Greece.

If the political party SDSM has remarks about the procedure for appointing ambassadors, it should look for answers from the Cabinet of the Minister of Foreign Affairs.

We inform the public that the appointment procedures are ongoing for all proposed candidates for ambassadors for whom previously an agreement with the Ministry of Foreign Affairs has been achieved. In accordance with the legal procedures, for some of the approved and agreed proposals, the appointment procedures have been completed and the diplomats are already sent to the adequate posts for execution of the ambassador's duty.

Regarding the statement of Mr. Kostadinov that "President Ivanov acts only when he has to pardon criminals", we remind that Mr. Zoran Zaev, who is pardoned twice and previously abolished by former President Crvenkovski, is on that list of pardoned, too. Hence, we thank for the sincerity of the political party SDSM for treating its leader as a criminal.
It is unclear to us how the political party SDSM in today's three public appearances with accusations towards President Ivanov, did not write or mention once the constitutional name of our country, the Republic of Macedonia.

On the other hand, it is clear and expected that the political party SDSM, through such manipulations, is trying to put pressure on President Ivanov, because of his policies and firm positions in defending the dignity of the Macedonian people and the citizens of the Republic of Macedonia, and regarding the non-signing of the Decree for proclamation of the Law on Ratification of the Agreement with Greece.

Reaction from the Cabinet of the President of the Republic of Macedonia to the press release of SDSM
Thursday, 28 June 2018 12:24

We inform the public that there are mechanisms for checking the financial operations of the state institutions in the Republic of Macedonia.

President Ivanov has so far respected and fully obeyed the prescribed legal regulations.

The Cabinet of the President of the Republic of Macedonia, as before, will continue with transparent and accountable management of the entrusted budget, which is confirmed by the audit reports on the operation of the Cabinet of the President, conducted by the State Audit Office.

The Cabinet of the President of the Republic of Macedonia has no legal obligation to accept additional "tools".

It is unclear to us how Mr. Robert Popovski, Minister without Portfolio, could impose and require the institution of the Cabinet of the President of the Republic of Macedonia to accept such measures, for which there are already mechanisms in the Republic of Macedonia, unless it is a populism, which is unacceptable for the Cabinet of the President. We think that everything that needs to be done is to respect and enforce the existing regulations.

In this context is also the report of the Center for Economic Analyzes
http://cea.org.mk/wp-content/uploads/2018/06/CEA-3-6-9-i-Blueprint-Monitoring-public-finances-za-9-meseci-FINAL.pdf which says that "the software tool does not work and there is no data after 2017, which is indicative that fiscal transparency is at risk and that it is understood palliative and periodical, not as a lasting determination as an effective tool for greater accountability from the appointed and elected officials".

On the other hand, it is clear and expected that the political party SDSM, through such manipulations, is trying to put pressure on President Ivanov because of his policies and firm positions in defending the dignity of the Macedonian people and the citizens of the Republic of Macedonia regarding the non-signing of the Decree for proclamation of the Law on Ratification of the Agreement with Greece.

"My position is final and will not be changed by any pressures, blackmails and threats. I will not support and sign this harmful text of an agreement", President Ivanov said on June 13, 2018, in an address to the nation.

President Ivanov's letter to the Assembly of the Republic of Macedonia
Tuesday, 26 June 2018 07:29

The President of the Republic of Macedonia, Dr. Gjorge Ivanov, today decided not to place his signature on the Decree on the promulgation of the Law on ratification of the final settlement agreement on the differences described in resolutions 817 (1993) and 845 (1993) of the Security Council of the United Nations for the termination of validity of the 1995 interim accord, and for the establishment of a strategic partnership between the two countries.

In continuation, we are releasing the integral part of the President of the Republic of Macedonia's Letter to the Assembly of the Republic of Macedonia:

Ladies and Gentlemen,

Carrying out the function President of the Republic of Macedonia, I always act responsibly and perform my rights and duties on the basis and within the framework of the Constitution, laws and interests of the Republic of Macedonia.

Therefore, on the basis of article 75 of the Constitution of the Republic of Macedonia, I have decided not to sigh the decree on the promulgation of the Law of ratification of the final settlement agreement on the differences described in resolutions 817 (1993) and 845 (1993) of the Security Council of the United Nations for the termination of validity of the 1995 interim accord, and for the establishment of a strategic partnership between the two countries.

I have made my decision based on the following reasons:

1. I have no mandate to sign the Decree for promulgation of the Law of ratification of this agreement. One of the pillars of my politics in the electoral campaign in 2014 is that "I will not accept a change of Constitution for the eventual change of the constitutional name. I do not accept ideas of suggestions which will threaten the Macedonian national identity, especially of the Macedonian nation, Macedonian language, and the Macedonian model of coexistence." On the presidential elections, 534,910 citizens voted for my electoral program and chose me to carry out the function President of the Republic of Macedonia.

2. The agreement breaches the scope of the resolutions 817 (1993) and 845 (1993) of the Security Council of the United Nations, because they speak of a "difference over the name of the state" and not of "differences" as this agreement states.

3. The agreement does not have a constitutional basis and is not ratified in compliance with the Constitution. According to article 118 of the Constitution of the Republic of Macedonia international agreements which are ratified in compliance with the Constitution are part of the internal legal order.

4. The law for ratification of the agreement is not in compliance with article 51, article 118, and article 119 of the Constitution of the Republic of Macedonia.

5. The agreement brings the Republic of Macedonia in a position of subordination and dependence on another country, that is, the Republic of Greece. According to article 308 of the criminal code of the Republic of Macedonia, "A citizen who will bring the Republic of Macedonia in a position of subordination or dependence on another state, shall be punished with imprisonment if at least five years."
The legalization of this agreement creates legal consequences which are the basis for a crime.
