The Brdo-Brijuni Process

The Brdo-Brioni Process was held for the first time in 2013 at the initiative of the presidents of the Republic of Slovenia and the Republic of Croatia. The initiative was named the Brdo-Brijuni Process because of the shared idea of the presidents of the two countries for its organization; Brdo, from Brdo pri Kranj, where the first meeting of the leaders from the region was held, and Brijuni, in honor of the co-organizer and partner of the initiative, the Republic of Croatia.

The main goal of the presidents of the Republic of Slovenia and the Republic of Croatia, as initiators of the Brdo-Brijuni Process, is European integration of the countries of the region and stabilization of the situation in the Western Balkans by strengthening regional cooperation and solving open issues.

The Republic of Slovenia and the Republic of Croatia, EU member states, took the initiative to facilitate the exchange of experiences and practices from their integration into the EU for the other countries, which, in turn, received a new forum for their heads of state, which was particularly positively received. The topic of EU enlargement to the Western Balkans, i.e. integration of the entire region, is high on the agendas of the leaders of the countries of the region. The Republic of North Macedonia and the Republic of Albania have started accession negotiations for EU membership. Montenegro, Bosnia and Herzegovina and the Republic of Serbia are candidate countries for EU membership, while the Republic of Kosovo is a potential candidate country for EU membership.

Bearing in mind the European integration, the leaders of the Brdo-Brijuni Process countries recognized the need for a new initiative that would take the place of the long-standing regional initiatives that mostly functioned on the principle of declarativeness, without concrete measures and activities and without visible results. Hence, the Brdo-Brijuni Process played a significant role, filling the vacuum, replacing the exhaustion and lack of ideas of other regional initiatives, with new freshness and new ideas, with concrete political results, which are supplemented with practical results through the summits for the Western Balkans within the framework of the Berlin and subsequent Vienna, Paris and Rome processes.

The leaders of the countries of the region saw the necessity for regular and continuous dialogue, for strengthening and encouraging political dialogue, for establishing mutual trust between the countries, as well as for creating conditions and encouraging readiness to solve the open bilateral ones and dealing with the regional challenges.

The Brdo-Brijuni process is the most prestigious regional initiative that yields political results and encourages political dialogue between the countries of the region with open issues. Intending to provide space for an unburdened and constructive political dialogue between the leaders, it was decided the meetings of the Brdo-Brijuni Process to be held in the Gymnich format.

Special credibility of the Process is the organization of the Berlin and subsequent processes, which complement the political results of the Brdo-Brijuni Process, with more visible and tangible results.

Goals and participants

Countries participating in the Brdo-Brijuni Process are:

  1. Republic of Albania – at the level of the President,
  2. Bosnia and Herzegovina – Presidency (three members),
  3. Republic of Kosovo – at the level of the President,
  4. Republic of North Macedonia – at the level of the President,
  5. Republic of Slovenia – at the level of the President,
  6. Republic of Serbia – at the level of the President,
  7. Republic of Croatia – at the level of the President, and
  8. Montenegro – at the level of the President.

The leaders of the Brdo-Brijuni Process countries meet at least once a year.

The Brdo-Brijuni Process is based on the solidarity and partnership of the countries of the region in the European integration processes and:

  • represents a forum of heads of state in the region on one of the essential issues for the entire region – EU enlargement;
  • encourages the political dialogue at the highest level between the countries of the region, strengthens the trust between the countries and intensifies the dialogue between the countries of the Western Balkans and the EU;
  • strengthens and advances regional cooperation in all areas with a common and shared interest (for example, infrastructure projects, transport, energy policy, etc.);
  • enables exchange of information about the internal political situations of the countries of the region and encourages constructive discussion about the issues and challenges of the current situations in the region and Europe;
  • enables joint analysis of current European and global challenges in terms of their impact on the region and individual countries;
  • helps to strengthen the economic cooperation between the countries and the economic development of the region.
