Regarding your questions, we inform you that in relation to the Draft-Law on Pardoning, in the preparation of which a President’s representative was also involved, the commitment of President Pendarovski to exclude abolition from our legal system, i.e. to abolish the right of the head of state to pardon persons for whom investigative or judicial proceedings are in progress, pending final verdict. Hence, it will be possible for the criminal courts to fully fulfill their basic function, which is to determine the guilt of the accused and convict the perpetrators guilty of crimes in an appropriate procedure. This, indeed, contributes to strengthening the independence of the judiciary and, in general, to the functioning of the system of separation of powers and the rule of law.
