Siljanovska-Davkova at the 5th Antalya Diplomatic Forum: Preventive, rather than reactive diplomacy is needed

As part of her participation in the 5th edition of the Antalya Diplomatic Forum, President Gordana Siljanovska-Davkova addressed the Leaders’ Panel, titled “Mapping the Future, Managing Uncertainties”.

Speaking about global uncertainties, she warned of the growing danger of authoritarian tendencies and remilitarization, as well as the serious crisis of political leadership. For her, more than ever, the world needs responsible leaders, early warning of risks, as well as preventive, rather than reactive diplomacy.

According to her, international law cannot be applied and respected without strong and stable international institutions. She pointed to the urgent need for a deep reform of the UN, but also of the European Union, given the fact that both were formed as necessary peace projects, and are facing war.

Regarding the Western Balkans, Siljanovska-Davkova reaffirmed the view that European integration is not only a political but also a security issue, and that resilience to third parties is possible only if we are inside the EU. Once again, she pointed out that it is contrary to the basic European principles, embedded in the EU’s constitutive documents, to condition membership on negotiations on identity issues, culture, history and language.

The panel included the President of Kazakhstan, Kassym-Jomart Tokayev, and the Prime Minister of Georgia, Irakli Kobakhidze. The discussion was moderated by Mevlut Cavusoglu, former Minister of Foreign Affairs, Member of the Grand National Assembly and Head of the Turkish Delegation to the NATO PA.

The panelists expressed their views on the key global challenges and uncertainties facing the international community in 2026, with a focus on issues of geopolitical tensions, economic instability, climate risks, technological transformations and security threats.

They agreed that strengthening multilateral institutions is essential in building a more effective international system. They stressed the importance of anticipatory diplomacy, proactive recognition and management of emerging risks, and the need for modern strategic frameworks that will foster cooperation among states in addressing common global challenges.
